Korea is one of the safest countries in the world by most measures — but safe doesn't mean nothing goes wrong. Medical emergencies happen. Natural disasters — typhoons, heavy snow, earthquakes — occur. Documents get lost. The difference between a manageable problem and a serious one is often whether you knew, in advance, which number to call and which app to open.

This article covers the tools that should be on your phone before you need them — not after.

Korea's emergency numbers are simple. The problem for foreigners is that calling them connects to Korean-speaking operators by default.

영어 통역 연결 방법 (Connecting to English interpretation): When you call 119 or 112, say clearly: "영어 통역 연결해 주세요 (yeongeo tongnyeok yeongyeol hae juseyo — Please connect me to English interpretation)." The operator will transfer to a trilingual center. This is standard procedure — do not hesitate to ask for it.

1330 is the Korea Tourism Organization helpline — it handles everything from lost property to translation assistance to general emergency guidance. It is not just for tourists; any foreigner in Korea can use it as a first-response helpline for situations that don't require 119 or 112.


응급의료정보제공 앱 (Emergency Medical Information App)

Search "응급의료정보제공" on the App Store or Google Play.

The official emergency medical app from the Korea Ministry of Health and Welfare provides:

  • 응급실 실시간 현황 (Emergency room real-time status): Available beds and current wait conditions at nearby ERs

  • 야간·휴일 진료 병원 (Night and holiday clinics): Which clinics near you are open right now — critical on Sundays and public holidays when most clinics close

  • 자동심장충격기 위치 (AED locations): Nearest Automated External Defibrillators

  • 응급 처치 가이드 (First aid guides): Korean-language but visually navigable

The ER availability function is genuinely useful even without Korean — the map interface shows you the nearest open emergency facility at any hour.


안전디딤돌 (National Disaster Safety App)

Search "안전디딤돌" on the App Store or Google Play.

안전디딤돌 (Ansim Didimddol, Safety Stepping Stone) is the official Korean government disaster and safety app.

주요 기능 (Key features):

  • 재난문자 해석 (Disaster alert interpretation): When the government sends emergency broadcast messages (재난문자, jaenan munja) to all phones in a geographic area — in Korean — this app provides context and translation. Alerts are sent for typhoons, earthquakes, heavy rain, and civil emergencies

  • 대피소 위치 (Shelter locations): Nearest designated shelters in your area

  • 재난 정보 (Disaster information): Current alerts, safety guidelines, and real-time disaster status

재난문자 (CBS — Cell Broadcast Service): All phones in Korea receive government emergency texts in Korean automatically — they arrive even on foreign SIM cards in the affected area. The messages look alarming (large text, alarm sound) if you've never encountered them. They are almost always heavy rain, typhoon approach, or earthquake alerts. 안전디딤돌 or a translation app will tell you what they say.

Tip — 재난문자 수신 시 (When you receive a disaster alert): The alarm tone from a Korean emergency broadcast will wake you from deep sleep at 3am if there's a typhoon warning. This is intentional. Take a screenshot, run it through 파파고 (Papago) camera translation, and check 안전디딤돌 for the alert details. The vast majority require no action beyond awareness. If the message contains "대피 (daepi, evacuation)," follow local official guidance.

기상청 날씨 앱 (Korea Meteorological Administration Weather App)

Visit weather.go.kr or search "날씨" in your app store.

For weather in Korea, the 기상청 (Korea Meteorological Administration, KMA) app is more accurate than international weather services for Korean conditions. Korean weather — particularly the 장마 (jangma, monsoon season), typhoon paths, and local terrain effects — is modeled with more precision by the Korean government service than by global weather platforms.

주요 기능 (Key features):

  • 미세먼지 (Fine dust / particulate matter): PM2.5 and PM10 real-time readings — essential in Korea where air quality varies significantly by season and wind direction

  • 태풍 경로 (Typhoon tracking): Real-time path forecasts during typhoon season (July–September)

  • 지역별 강수 (Local precipitation): Neighborhood-level rain forecasts

미세먼지 (Fine dust): Korea experiences significant fine dust events — particularly in spring (황사, yellow dust from China) and winter. A "나쁨 (bad)" or "매우 나쁨 (very bad)" rating means wearing a certified mask (KF94 or equivalent) is advisable for extended outdoor time.


주한 대사관 (Your Country's Embassy)

Before anything else, know how to contact your country's embassy in Seoul.

Most embassies are in the 용산 (Yongsan) or 광화문 (Gwanghwamun) areas of Seoul. Consular sections handle:

  • 여권 분실·재발급 (Lost or stolen passport): Replacement documentation

  • 긴급 귀국 지원 (Emergency repatriation assistance)

  • 긴급 연락 (Emergency contact): If you are hospitalized or in legal trouble

저장 방법 (Save this now): Google your country's embassy in Korea, find the emergency consular contact number (separate from the main embassy line, available after hours), and save it to your phone contacts. This takes two minutes and could matter significantly.


외국인 종합 안내 1345 (Foreigner Information Center)

The 1345 helpline — operated by the Korea Immigration Service — handles:

  • 체류·비자 문의 (Visa and residence questions)

  • 생활 정보 (Daily life guidance)

  • 긴급 상황 연계 (Emergency situation referral)

  • 통역 서비스 (Interpretation assistance)

Available in English, Chinese, Vietnamese, Thai, Indonesian, and other languages. 24 hours a day. This is the number for situations that are serious but not immediately life-threatening — visa confusion, housing disputes, health questions.
